Make sure you're not running Steam in offline mode. If you're running the Steam beta, switch to regular ol' Steam. Make sure all related folders are fully gone. If that also doesn't work, reinstall the game. Delete all config files at %appdata%\.\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios\Config Wait for it to download all mods again, then start the game and check if they're there. Try deleting all mod folders (C:\Program Files (x86)\Steam\steamapps\workshop\content\294100), then delete the ACF file again, then restart Steam.
